The Covid-19 regulations are constantly being updated, so always best to check as close to your travel as possible.
As of right now, Dubai has been able to relax some of the regulations, including the wearing of masks in many outdoor spaces.
In terms of arriving in Dubai, as of Feb 26th most destinations require either: negative PCR prior to travel, vaccination status with approved vaccine or medical evidence of recent recovery from Covid 19. Children under 12 are exempt from the restrictions.

Some destinations will require a PCR on arrival, but this list seems to be reducing constantly.
Once in Dubai, the guidelines encouraging social distancing, hand hygiene/sanitisation and wearing masks in certain locations are in place. One rule that has remained in place that is worth mentioning is still only 3 passengers not from the same household can travel in a car together.
There aren't restrictions in place preventing unvaccinated people to enter most locations. Visiting Expo2020 you will need your vaccination status or a recent negative PCT (48 hours).
You no longer require a negative PCR to travel to Abu Dhabi.
